""Contributor Biography - English Patrick Hilbert studied in Bayreuth, received his doctorate and habilitated in Heidelberg. Since 2022, he holds the Chair of Public Law, in particular Administrative Law at the University of Munster and is a Director of the Institute for Environmental and Planning Law and the Central Institute for Spatial Planning. His current work focuses on general administrative law (Allgemeines Verwaltungsrecht), structural issues of environmental law and parliamentary law.
