OverviewA radical two-stage plan to convert the House Lords to a democratically elected second chamber is outlined in this book. It suggests that the present mixture of life peers, hereditary peers, bishops and law lords should be phased out over the course of a single parliament and replaced in stages by a completely new House of Lords, elected in two different ways. Half would be 'Regional Lords', elected on a first-past-the-post basis is in newly created constituencies. The other half would be 'Party Lords', elected on a proportional basis as a by-product of the normal general election for the House of Commons.
