Victor was born into a Confucian family in Xiamen, Fujian Province, China in 1934. He completed his primary school education in China before migrating to Malaysia in 1947. In1961 he obtained a Bachelor's Degree in Architecture at the Bombay University and then a postgraduate Diploma in Town Planning at Leeds in the UK in 1964. He went on to pursue a successful career as an architect and town planner in Manchester, Malaysia, Singapore and Australia.
