ENRICO COLOMBATTO is Associate Professor of Economics at the University of Turin, and Director of one of Italy's leading research institutes, the International Centre for Economic Research. MARK PERLMAN is Professor Emeritus of Economics at the University of Pittsburgh and the foundation editor of the American Economic Association's Journal of Economic Literature.
