Basta Fleiner, PhD (Belgrade University) is Permanent Guest Professor of Constitutional Law and Political Theory, Belgrade University; former Professor, University of Fribourg (CH); founder and former Director of the International Research and Consulting Centre of its Institute of Federalism.
