He has researched and published on a wide variety of topics ranging from Great Lakes and environmental law to tribal casinos and Congressional politics. Dr. Hill holds a B.A, and Ph.D. from Michigan State University, a J.D. from the University of Michigan Law School, and a M.P.A. from Harvard Kennedy School. He has worked in Congress both in the U.S. House of Representatives and U.S. Senate as well as at the Consumer Product Safety Commission. Dr. Hill has held numerous government and university positions including an elected city commissioner and a gubernatorial appointee to the Michigan Natural Resources Commission.
