ABOUT THE AUTHOR: Gen Larry O. Spencer, USAF, retired from active duty on 1 October 2015 as the 37th vice-chief of staff of the Air Force and with nearly 44 years of active service. He is one of the very few who began as an enlisted Airman and rose to the rank of general. General Spencer is also the first Air Force officer promoted to the four-star rank with a primary specialty of financial management. As such, he is uniquely qualified to discuss financial management issues as they relate to the Department of Defense. In particular, his financial experience includes extensive support of two major war operations. As the wing comptroller for the 4th Fighter Wing at Seymour Johnson AFB, North Carolina, then-Major Spencer supported Operations Desert Shield and Desert Storm. Based in large part on his support of the war, Major Spencer's squadron was named Best in the Air Force for two consecutive years--an accomplishment that has never been matched. Major Spencer was also named the Best Comptroller in the Air Force. Additionally, during an important inspection just after the war, his squadron was rated outstanding . . . best seen to date. As the command comptroller for Air Combat Command at Langley AFB, Virginia, then-Colonel Spencer oversaw financial operations for Operations Enduring Freedom and Iraqi Freedom. For his support of war operations, he was named Best Major Command Comptroller in the Department of Defense. General Spencer is currently president of the Air Force Association (AFA). In that capacity, in addition to leading the AFA professional staff, he heads the AFA Veterans Benefit Association and the Air Force Memorial Foundation and serves as publisher of the monthly Air Force Magazine.
