OverviewIs the global diffusion of EU norms accompanied by the transfer of EU legal culture and values, or have the legal norms simply become 'dead letters'? In this book, the author combines a theory of compliance and a constructivist approach to present an in-depth analysis of the process and outcomes of the transfer of selected articles of the General Data Protection Regulation (GDPR) in three non-EU countries, namely Norway, Serbia and Ukraine. On the basis of her results, she argues why the commonly applied criteria of the Brussels effect do not provide satisfactory testimony to the normative power of the EU, and she offers a new approach to assessing the global diffusion of legal norms.
