Overview

This volume of essays, drawn from a Hague Academy of International Law' Research Centre session, tackles one of the major challenges with regard to contemporary international law. Terrorism hits at the very nature of interstate relationships since it is defined by the action of non-State actors against States, and since it gives rise in return to reactions which go through multiple channels some of which were previously unused. The sheer mobility of terrorist activity, its capacity to provoke asymmetrical confrontations, creates yet another difficulty. This collection attempts to deal with some of the complicated questions that arise from the fact that terrorism challenges and puts into question peaceful international relations in all their different dimensions. Ce volume regroupe des etudes resultant d'une session du Centre de recherche de l'Academie de droit international de La Haye et traite de l'un des principaux problemes du droit international contemporain, a savoir le terrorisme. Le terrorisme frappe la nature meme des relations entre les etats. Il est le resultat des agissements d'acteurs non etatiques a l'encontre des etats, et les reactions qu'il entraine se manifestent par le biais de canaux dont certains n'avaient jusqu'a present jamais ete utilises. A ces difficultes viennent s'ajouter la mobilite des activites terroristes et leur capacite a provoquer des confrontations inegales. Cette collection d'etudes traite de certaines des problematiques liees a la facon dont le terrorisme compromet la paix des relations internationales, et ce sur plusieurs plans.
