The legal structure needs to be altered, detailing procedures to be used by critical institutions, as well as the intelligence and analytic techniques to be developed to stay ahead of the criminals' own constantly altered techniques.The book provides a detailed account of the problem and how it is corrupting the Western society, enhancing the need for a new economic paradigm that displays a real and actual economic understanding of the world and of any individual country's economic activity, and shifting the ways of economic analysis to bring out the actual strength and role of criminal and terrorist activities in local, regional, and international governance from the shadows.

Author Information

Dr Norman Bailey is currently Professor of Economic Statecraft at the Galilee International Management Institute of Israel. He was Chief Economist of the National Security Council during the Reagan administration, and a senior official of the Office of the Director of National Intelligence in the George W Bush administration. Besides government service, his background includes the military, business, finance, consulting, and teaching at the City University of New York. He has authored six books, two monographs, and hundreds of articles. A native of Chicago, Dr Bailey is the recipient of various awards, medals, honorary degrees, and orders of knighthood. He holds the degrees of Master of International Affairs and PhD from Columbia University. He is currently a resident of Netanya, Israel. Bernard Touboul has been for the last 28 years an international senior consultant, advisor, and expert in Customs, Border Management, and International Trade Facilitation, working extensively on policy-making and implementing strategies for combatting illicit trafficking and commercial frauds along with promoting legitimate trade. He has a long experience in institutional and governmental development in many countries including in Africa, Asia, Central Asia, and Eastern and South-Eastern Europe. He was an official of the French Customs administration, and holds several graduate master degrees in international trade, business administration, political science, and national security affairs. He is the author of a few articles on money laundering, financing terrorism, and related topics.
