An unknown informant provides Spencer information but hasn't provided any clues to his identity. Restaurant owner, Alisheen Delaney, and Spencer are lovers, but his inability to commit drives Alisheen from him. She soon ponders a future with Carl Powers, a seafood distributor. Carl is also the Snowman. He knows about the investigation and that Alisheen is Spencer's girlfriend. Carl aims to use Alisheen to track Spencer's investigation, but instead he ends up falling in love. Using the Federal power of the DEA, Director Isaac Henry orders Spencer and the Savannah police not to make any arrests. They want the Snowman for their own purposes. If Spencer identifies the Snowman, he is to turn the investigation over to the DEA. Any attempts to arrest the Snowman or not follow orders will result in the DEA seizing jurisdiction of the investigation. Jeanette LaCrosse has been with Carl from the beginning. She is deeply in love with him and knows everything. She attempts to use this knowledge to force Carl to give her what she desires most, his love. Carl deceives her and takes Alisheen to The Savannah Charity Ball. She is enraged and driven to madness by his deception. She sets out to kill Alisheen and Carl. Spencer races against the DEA to rescue Alisheen and arrest Carl before it's too late.
