OverviewThe purpose of this Information Publication is to provide owners, operators, sponsors, and other entities charged with oversight of GA landing facilities with a set of security best practices and a method for determining when and where these enhancements would be appropriate. Regarding GA, a few definitions are in order: GA, as used in this document, means all civil aviation except for scheduled passenger and scheduled cargo service and military aviation. Airports, as used in this document, means an area of land or water that is used or intended to be used for the landing and takeoff of aircraft, and includes its buildings and facilities, if any. However, this document does not apply to airports required to comply with the provisions of 49 CFR 1542 or military airports. This document does not contain regulatory language. It is not intended to suggest that any recommendations or guidelines contained herein might be considered as mandatory requirements to be imposed upon GA facilities or operators, nor are these recommendations and guidelines intended to suggest any specific or general criteria to be met in order to qualify for Federal funding. The intent of this document is to provide a tool that enables GA landing facility managers to assess vulnerabilities and tailor appropriate security measures to their environment -- not to 'stigmatize' airports in any way.
