Overview

Public Security in Federal Polities is the first systematic and methodical study to bring together the fields of security studies and comparative federalism. The volume explores the symbiotic relationship between public security concerns and institutional design, public administration, and public policy across nine federal country case studies: Brazil, Canada, Germany, India, Mexico, South Africa, Spain, Switzerland, and the United States. In addressing specific national security concerns and aspects of globalization that are challenging conventional approaches to global, international, regional, and domestic security, this volume examines how the constitutional and institutional framework of a society affects the effectiveness and efficiency of public security arrangements. Public Security in Federal Polities identifies differences and similarities, highlights best practices, and draws out lessons for both particular federations, and for federal systems in general. This book is essential reading for scholars, students, practitioners as well as policy- and decision-makers of security and federalism.

Reviews

Devolution and asymmetrical autonomy arrangements are increasingly important in conflict resolution around the world, and credible public security institutions and practices are essential to their effectiveness. For practitioners, politicians, and policymakers facing the challenge of getting new subnational arrangements agreed upon and working, Public Security in Federal Polities is an essential read. - Christina Murray, Professor of Public Law, University of Cape Town; past senior member of the United Nations Standby Team of Mediation Experts; and Senior Fellow, University of Melbourne Law School Public security is a vital and growing concern for all states, but it is a particularly contentious matter in federations, especially in plurinational ones. This volume is the first to discuss the subject. It is not just of academic value but seeks to inform public policy in federations everywhere by describing existing best practices. - John McGarry, Professor and Canada Research Chair in Nationalism and Democracy, Queen's University Since the ancient Greeks, and more recently after the work of William Riker, philosophers and political scientists have debated whether security pacts necessarily underpin the formation and stability of federations and confederations. Yet surprisingly the security systems of federations have remained neglected in the academy. Public Security in Federal Polities remedies this omission. - Brendan O'Leary, Lauder Professor of Political Science, University of Pennsylvania The authors take the reader on a splendid tour of nine country case studies to explore the heretofore neglected intersection between public security and federalism. The editors in turn provide an insightful overview of this new topic through the disciplined lenses of political science and public administration. The result is an important contribution to the literature and a book most worthy of its pioneering effort. - Alan Bersin, Senior Fellow at the Belfer Center, Harvard Kennedy School; Global Fellow, Woodrow Wilson Center for International Scholars; and former Commissioner of U.S. Customs and Border Protection
