Chang was also Adviser to the Public Accounts Committee, Guyana Parliament, and a former Member of the Governing Council of the University of Guyana. Chang has over 20 years international experience in the telecommunications industry in the US, Barbados, Guam and Guyana. He contributed a book chapter to DFID-funded Centre on Regulation and Competition at the University of Manchester, and contributed to the African Development Report 1999.
