OverviewIn the 5th report (Cm. 4057, published October 1998), the Neill Committee , set out over 100 recommendations on the funding of political parties in the UK. The Government's response to this report (Cm. 4413, published 27 July 1999), included a draft Political Parties, Elections and Referendums Bill to deal with such matters This explanatory note sets out the detail for the establishment of an Electoral Commission, whose functions will include reporting on elections and referendums, reviewing the law, and allocating policy development grants to qualifying political parties. The Commission would also take over the functions of the Parliamentary and Local Government Boundary Commissions. The new Commission would also deal with political party registration, and examine accounts, donations, and election campaign expenditure.
