"S. Bisaliah has been engaged in education, research, developmental work, and academic administration for the last four decades. He is a former chairman of the Karnataka State Agricultural Price Commission and the author of more than 170 research articles and policy reports on agriculture, rural development, and capital formation in agriculture. S. Mahendra Dev is the director of theIndira Gandhi Institute of Development Research inMumbai. He is the author of more than 100 research publications in national and international journals and has written extensively on agricultural development, poverty and public policy, food security, employment guarantee schemes, social security, andfarm and nonfarm employment. Saifullah Syed is asenior policy officer for the Policy Assistance and Support Service for theFood and Agriculture Organization of theUnited Nations.
