Gideon Boas, a former Senior Legal Officer at the ICTY, is a Senior Lecturer in Law at Monash University Law Faculty and an international law consultant. James L. Bischoff is an Attorney-Adviser in the Office of the Legal Adviser of the United States Department of State. He participated in this series in his personal capacity, and the views expressed are his and his co-authors' own. They do not necessarily reflect the views or official positions of the United States Department of State or the United States Government. Natalie L.
