Earthquake Investigations Committee. The investigation of damage and system response after an earthquake is one of the primary sources of information for improving building codes, seismic design of equipment, and system response to damaging earthquakes. This monograph presents guidelines to aid in the gathering and dissemination of information that can be used to improve the performance of lifelines during and immediately after an earthquake and improve post-earthquake investigations. The overall operation of major lifeline systems such as power, communication, water, sewage, transportation, and liquid and gaseous fuels systems is discussed, in addition to the function, operation, and past seismic performance of lifeline facilities and equipment, and methods for gathering pertinent information for improving the process. The crucial role that lifelines play in critical and emergency response facilities is also examined. Topics include pre-earthquake preparations, highway and railway systems, telecommunications systems, natural gas and liquid fuel systems, emergency power systems, navigational locks, emergency operation centers, hospitals, and fire protection and rescue.
