Overview

Perhaps the world's most dangerous terrorist organisation in the 1980s was the Abu Nidal Organisation. It armed and trained revolutionaries of several terror groups in the secluded mountains of Middle Eastern countries. The ANO blew up a Pan Am airliner, attacked airports in Vienna and Rome and struck down the Neve Shalom Synagogue with brutal force. After the diminution of the ANO, it spawned some terrorist cells in Palestinian refugee camps in the Middle East and the wider world. One cell was an offshoot that sought abroad even into India's feudalist rural north, where village power impressed the cell's leader's ideology: Avi Raval rapidly gained popularity and rank in the tribal villages. Followed his enthronement in a Gram Panchayat; and then his ANO terrorist cell members, alienated by his success, disfavoured him and left the cell. It is Western Intelligence whose task it is to lure those cell members back to him to use them as bait to capture him, as his rise looks set to contest the next general election, in New Delhi... The West cannot afford to allow him to win, lest his terror roots resurface over the largest democratic electorate there exists... Luthan Fennes, ASIO's best special operative, joins forces with the CIA to fulfil the task. But who is the actual enemy? And is the downfall of Raval the true objective of the mission?
