Born in New York City, Winter moved about 1806 to that portion of the township of Peru, Clinton County, which was later included in the township of Ausable, and engaged in mining ore. He was elected as a Federalist to the Thirteenth Congress, an unsuccessful candidate for reelection in 1814 to the Fourteenth Congress, but moved to a farm near Lexington, Kentucky, and engaged as a planter.
