Robert W. Starnes is a retired U.S. Department of State, Diplomatic Security Service (DSS) supervisory special agent with expertise in international counterterrorism, counterintelligence, investigations, and protective security. Robert spearheaded the protective intelligence investigation in New Zealand after the U.S. Embassy received a death threat letter containing laboratory grade potassium cyanide targeting visiting U.S. golfer Tiger Woods. He was a member of the first U.S. diplomatic envoy to return to Libya after a 24-year absence during the reign of dictator Col . Muammar Gaddafi. Robert was temporarily stranded in Brazil with a high-ranking Hezbollah terrorist, he lead the efforts to disrupt and capture a Lebanese terrorist planning to attack the U.S. Embassy in Paraguay, and arrested a Pakistani military jet fighter pilot defector in Texas desiring to kill Americans when he was merely two weeks from joining the U .S . Army Airborne. Robert rescued dozens of American juveniles from an abusive behavior modification camp in the island jungles of Western Samoa. He provided protective security expertise to revamp the Texas State police Governor's protective detail soon after the 2008 arson attack against the Governor's Mansion in Austin, Texas.
