Excerpt from Dams Within Jurisdiction of the State of California Prior to August 14, 1929, State supervision over dams was exercised by either the State 'engineer or the State Railroad Commission, but this supervision was limited in scope and extended to less than half of the dams in the State. Several federal offices exercised supervision to various degrees over debris dams and dams owned by the United States or occupying government rights of way. However, there still remained a large number of dams which had no form of supervision, either state or federal.
