The internet has become a battleground for global power struggles, with nations and even terrorist organizations wielding cyber-attacks to exert control. As the absence of binding international laws and norms leaves cyberspace largely unchecked, countries are seeking to establish their Sovereign Cyber Domains (SCD) - tightly controlled cyberspaces. Lev Topor is a Visiting ISGAP Scholar at the Woolf Institute, Cambridge (UK), and a Senior Research Fellow at the Center for Cyber Law, University of Haifa (Isreal). With over a dozen articles in peer-reviewed journals, he is an expert on cyber policies, antisemitism, and dark webs. He is also a private consultant for policy-makers and tech companies.
