Butler is the John Edward Fowler Distinguished Professor of Law, Dickinson School of Law, Pennsylvania State University; Emeritus Professor of Comparative Law in the University of London (University College London); Academician, National Academy of Sciences of Ukraine and National Academy of Legal Sciences of Ukraine; and a member of the International Court of Commercial Arbitration of Kazakhstan. He has published a number of works on the legal system of Kazakhstan and other Central Asian republics. William E.
