OverviewThe Neighbourhood Impact Study (EIV) is an instrument of the City Statute that assesses the impact of developments and events in urban areas that cause urban and environmental impact. The instrument is regulated by municipal Master Plans, which must establish the criteria for evaluating the instrument as well as the developments that must submit the study to the regulatory body. The NIS is required for both public and private developments, but in some cities, the study is not required for mega-events and the construction of large residential developments that may directly impact the neighbourhood in which they are located. This book presents some case studies of developments and events that took place in Brazil without the submission of the study and the negative impacts reflected on the city and neighbourhood. The lack of regulation of the EIV by municipalities and the non-inclusion of certain activities in this study are some of the urban planning challenges that Brazilian cities face.
