To understand the dynamics in this emerging field of diplomacy, the book focuses on an often-overlooked actor: Brazil. With the international debate dominated by two camps that can be broadly characterized as the West versus China and Russia, the book demonstrates that Brazil holds a key position as a bridge-builder between these two sides. Dr. Alexandra Paulus is a researcher at the German Institute for International and Security Affairs (SWP). Her research explores international cybersecurity policy, with a special focus on cyber diplomacy and German and European cyber foreign policy, and emerging technologies. Previously, she was Project Director for Cybersecurity Policy and Resilience at the Stiftung Neue Verantwortung, a Berlin-based tech policy think tank.
