He was chairman of the Council of Economic Advisers from 1999 to 2001. He is the author of Transforming the European Economy (Institute for International Economics, 2004). Peter C. Reiss is a professor of economics at Stanford University and directs the Center for Entrepreneurial Studies, also at Stanford. Clifford Winston is a senior fellow in Economic Studies at the Brookings Institution.
