The policy of the Office with reference to this act is to endeavor to formulate and to hold to such general principles in the administra tion of the act as seem most likely to secure the efficient use of the funds for research work of a high and substantial character and at the same time to safeguard the autonomy of the stations and raise their work and its results in the estimation of their farmer con stituents.
