OverviewTHE INTENT OF THIS WORK IS TO RESEARCH THE INTERNAL AND EXTERNAL SHAPING FORCES THAT HAVE CHANGED THE DEPARTMENT OF VETERANS AFFAIRS (DVA) AT THE STRATEGIC AND OPERATIONAL LEVEL.
