Between 1982-2001 he was a senior official at the World Bank. Before that he was Chief Economist of the US Agency for International Development. Between 1997-1999, he served as Special Advisor at the WTO. Following his retirement from the World Bank he served as a development advisor to governments and international organizations including the IMF, UNCTAD, the EU Commission, GTZ and the UK DFID on international trade, finance, and development. Most recently he was appointed Senior Advisor at the Hellenic Foundation for European and Foreign Policy, in Athens, Greece. He has also taught economics at several US universities, and is the author of several books and over 100 articles and monographs.
