Overview

The threat of terrorists using WMD is not new, but the current expansion of these groups’ regional networks means that no state can consider itself immune from the threat of terrorist attack or proliferation activity. States must make improvements in their security sectors to prevent the future use of WMD by terrorists. Author Information

Fred Schreier is a consultant with the Geneva Centre for the Democratic Control of Armed Forces. A retired colonel, he has served in various command and general staff positions and in different functions in the Swiss Ministry of Defense as a senior civil servant. He is a graduate in international relations of the Institut Universitaire de Hautes Etudes Internationals, Geneva, and in strategic studies from the Fletcher School of Law and Diplomacy at Tufts University in Medford, Massachusetts. He lives in Geneva, Switzerland.
