OverviewIn 1999, in response to requests received from member governments, ESCAP began to evaluate the effectiveness of major government programmes and policies that had been implemented to alleviate the socio-economic costs of rising unemployment and the loss of income associated with the Asian economic crisis. The evaluation included the three most affected countries: Indonesia, the Republic of Korea, and Thailand. This study contains the conclusions of the evaluation. It can be used to identify the elements of a comprehensive social protection framework for the Asian region that would enable governments to deal more effectively with future downturns.
