Overview

This book examines the police response to the terrorist attacks in case studies that occurred in Mumbai (2008), Paris (2015), Brussels (2016) and Manchester (2017). The methodological approach to the case studies is comparative and features an interactive framework that incorporates a number of key variables. These variables include an examination of each of the terrorist attacks, a description of the terrorists involved, their actions, the response of the police and any weaknesses and strengths identified in the police response. Following the introduction, the book comprises of three sections. The first section looks at the theory of the police response to terrorism. The second section includes the presentation of the four case study terrorist attacks. The third and final section includes an analysis and comparison of the case study attacks and an examination on how the police response to terrorist attacks could be improved. Chapter 1 – Introduction This chapter comprises of a number of sections that set the foundation to be able to understand the findings from the case studies and the recommendations to improve how the police respond to a terrorist attack. This chapter also introduces the case studies developed in Section II of the book and documents the reasons for choosing the specific terrorist attacks for the case studies. Chapter 2 – The theory of the police response to terrorism The chapter comprises of 12 sections. The first section of the chapter examines the terrorism environment, and second section examines how counterterrorism strategies are developed. These are followed by a presentation of the role of the police in countering terrorism and review of the police preparedness to respond to terrorism. The next sections discuss Community-oriented Policing and Intelligence-led Policing in context of preventing and responding to terrorism. The final sections investigate the practical aspects of responding to terrorism, countering terrorism in the United Kingdom and the prevention of terrorism. chapter 3 – The 2008 terrorist attacks in Mumbai The attacks in Mumbai were an example of how quickly terrorists can operate and indicated that the counterterrorism measures used were not enough to combat the new type of terror attack. The number of weapons used, the number of people that were killed and injured, and the strategies and tactics used transformed the meaning of terrorism. The attack was the first mass casualty terrorism attack in the country where the terrorists had utilized hand-held weapons, and it was for this reason that the attacks were described as being a new type of terrorism. The attacks revealed a number of weaknesses in the capability of the police and the in the analysis of intelligence. Chapter 4 – The threat of terrorism in Europe This chapter discusses the threat of terrorism in Europe and the United Kingdom. Chapter 5 – The 2015 terrorist attacks in Paris The November 13, 2015, terrorist attacks in Paris can be described as a transgressive moment or in other words, it stretched our understanding of the boundaries of acts of terrorism. The attacks were similar to and built on the actions of the terrorists in the 2008 Mumbai terror attacks. The attacks were executed by splitting the terrorists into small teams of two or three individuals so that a number of different targets could be attacked to create the greatest amount of confusion, inflict injuries on and cause the death of the largest number of people possible. There were a number of weaknesses in the response to attacks and in the use of intelligence leading up to the attacks. Chapter 6 – The 2016 terrorist attacks in Brussels This chapter examines the terrorist attacks that took place on November 13, 2016, in Brussels, the relationship between the attack and the 2015 attacks in France. The chapter also reviews the effects that the reform of the Belgian police in 1998 had on its response to the attacks and the capabilities of the police. Chapter 7 – The 2017 terrorist attacks in Manchester The terrorist attack in Manchester on 22 May 2017 was similar to the terrorist attacks that occurred in Jakarta, Brussels, Nice and Berlin in 2016. This chapter reviews the attack and the attacker. The attack is analyzed and police response to the attack is examined. Chapter 8 – Analysis of the police response to the terrorist attacks in Mumbai, Paris, Brussels and Manchester This chapter provides an analysis of the four case studies that were presented earlier in this book and discusses the main themes that emerged from the analysis. The first section of the chapter presents an overview of the four terrorist attacks and then compares the issues and themes that were found. In the following sections, the main themes are discussed in more detail. Chapter 9 – How can the police response to terrorist attacks be improved? This chapter provides a basis for examining the police response to terrorist attacks. The chapter provides a review of the terrorism response strategies currently being used by the police and discusses areas of the response that could be improved and possible strategies for implementing these improvements. Chapter 10 – Conclusion This chapter presents the conclusions of the analysis of the case studies and examines a number of areas of the police response to terrorist attacks that should be adopted to improve the effectiveness of the police response.

Author Information

Dr. Garth den Heyer is a Professor with Arizona State University and a Senior Research Fellow with the National Institute of Policing. He is also an Associate with the Scottish Institute of Policing Research. He served with the New Zealand Police for 38 years, retiring as an Inspector and the Manager: National Security. He also spent more than 20 months as a strategic advisor to the Regional Assistance Mission to the Solomon Islands. His main research interests are policing, militarization, service delivery efficacy, policy development, strategic thinking, and organizational reform.
