Overview"Concerns about the quality, cost, and accessibility of health care bedevil every country. A key challenge in the twenty-first century will be the capacity of governance structures to ensure a just and efficient distribution of health care. The responses of governments who control publicly funded health care systems has been chaotic. Proposals for health reform are frequently proposed and implemented and countries lurch from one set of proposals to another without pausing to evaluate the effectiveness of earlier initiatives. This book analyses the wave of competition-oriented reform by comparing ""internal market reform"" (proposed in publicly-funded health care systems) with ""managed competition reform"" (proposed in systems with a mixture of public/private financing) and the role of ""managed care"" in each of these reform theories. The ability of these new reform models to ensure the accountability of decision-makers is compared as is their flexibility in allowing innovation in the delivery of health care, their responses to the problem of monopoly in delivery, and their responses to ensuring the quality of care delivered. International Health Care Reform clearly explains the arguments in economics and justice for intervention by governments in health care markets; the structure and dynamics of health care systems; and the features of competition-oriented reform models. The book will appeal to students and researchers involved in health policy studies, public health and health economics. It will also be a valuable read for policy-makers internationally."
