He graduated from Leningrad Polytechnic Institute in 1960, received his Ph.D. in radio physics from Central Research Institute of Automatic Devices in Leningrad in 1969 and Degree of Doctor of Sciences in Physics and Mathematics (Russian equivalent of professor degree) from S.-Petersburg Polytechnic University in 1993. From 1963 to 1998 he worked for the Design Department ""Svyazmorproyekt"" of Russia Shipbuilding Ministry. In Israel he worked in Holon Institute of Technology, Israel. Now he is retired. Levin Boris has authored eight books, including three books in Russian and five books in English: ""The theory of thin antennas and its use in antenna engineering"" (Bentham Science Publishers, 2013), ""Method of complex potential in antenna engineering"" (LAP, 2014), ""Inverse problems of antennas theory"" (LAP, 2014), ""Antenna engineering. Theory and problems"" (CRC Press, 2017), and ""Wide-range and multi-frequency antennas"" (CRC Press, 2019). Besides he has authored 89 original articles in technical journals, 91 papers in proceedings of international scientific conferences, and 45 patents.
