Tabios III is a Professor at the Institute of Civil Engineering (ICE) and Research Fellow of the National Hydraulic Research Center (NHRC) at the University of the Philippines, Diliman (UPD). He teaches and conducts research in stochastic and computational hydrology, hydraulics and water resources engineering. He obtained his Ph.D. in Civil Engineering from Colorado State University, Fort Collins, USA in 1984 and his B.S. and M.S. in Agricultural Engineering major in Land and Water Resources Engineering from the University of the Philippines, Los Banos in 1977 and 1979, respectively. Prior to joining UPD, he was a Research Associate in the Hydrology and Water Resources Program at Colorado State University (1985–1987) and was a Research Faculty of the Hydraulic and Coastal Engineering Group at the Department Civil Engineering, University of California, Berkeley (1987–1996). He is an Academician of the National Academy of Science and Technology of the Philippines and a member of the American Geophysical Union and International Association of Hydro-Environment Engineering and Research. He was Chairman of ICE (2004–2007), Director of NHRC (2008–2015), member of the Board of Directors of Philippine National Water Resources Board (2008–2015) and Chairperson (2015–2017) of the RSC, UNESCO-IHP of Asia-Pacific Region.
