OverviewA large number of species are imperiled and at risk of extinction if populations continue to decline (Wilcove and Master 2005). Of Federal landholdings, those managed by the Department of Defense (DoD) harbor the most endangered or threatened species. Those lands also contain large numbers of species at risk-those that are imperiled but not yet listed as endangered or threatened by the U.S. Fish and Wildlife Service (USFWS) (NatureServe 2004). These species, also known as threatened, endangered, and at-risk species (TER-S) are an important element of natural resource management. For species that are not listed as Federally endangered or threatened, effective and proactive management of species at risk can prevent listing, reduce management costs, and protect biodiversity while insuring that critical military training is not disrupted (NatureServe 2004). Two endangered vertebrate species and several candidate species are known or have the potential to occur in the eastern portion of the Barry M. Goldwater Range (BMGR-East) in southern Arizona.
