David L. Keys, BS, MA, CEP, owns and operates Calthos, a veteran-owned National Environmental Policy Act (NEPA) consulting company. Prior to starting Calthos, he was the first Regional NEPA Coordinator for the Southeast Region, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) in St. Petersburg, Florida.  He is a Board Certified Environmental Professional (CEP) in environmental documentation and a Certified ISO 14001 Lead Auditor. He earned a Master’s degree in Environmental Studies, a Bachelor’s degree in Forest Management, and the Duke University Environmental Leadership Program’s NEPA certificate. At the University of South Florida—St. Petersburg, he taught NEPA Implementation, Environmental Policy and Law, and Ocean Policy as an Adjunct Instructor. He was a senior environmental program manager with Jones Technologies, Inc. at the U.S. Army, Military District of Washington (MDW), Fort McNair, D.C. Later he was the environmental team chief at MDW where he was responsible for all facets of the command’s environmental program. He is a retired U. S. Army officer.  He is a professional member of the American Association for the Advancement of Science, the Academy of Board Certified Environmental Professionals (emeritus), and the Association of the United States Army.
