OverviewThe US has maintained nuclear forces in Europe in support of its security commitments to NATO since the early 1950s, although the number of weapons has been greatly reduced since the late 1980s. This paper analyzes the main factors that appear likely to influence US nuclear forces and commitments in Europe in the future: Russia and NATO enlargement; the proliferation of weapons of mass destruction; West European nuclear-weapons co-operation; nuclear-abolitionist advocacy and events that might delegitimize nuclear-deterrence policies; arms control; adjustments in the US nuclear posture; and political developments in the US. Washington and its Allies believe that it remains in NATO's interest for America to maintain the credibility of its nuclear commitments with a continuing nuclear weapons presence on the territory of NATO European Allies, and to engage these Allies, not only those with direct delivery and basing responsibilities, in nuclear consultation and planning activities.
