FRANSEN is a Fellow at Liberty Fund, Inc., an educational foundation./e He spent three years in Brussels as a researcher studying military policy in NATO and political integration within the European Community. Thereafter, he completed his Ph.D. at the University of Chicago's Committee on Social Thought.
