OverviewExcerpt from The Pioneers of Empire: Being a Vindication of the Principle, and a Short Sketch of the History, of Chartered Companies, With Especial Reference to the British South Africa Company Englanders, who on the contrary glory in Empire, and welcome the expansion of England. Their objections are partly political, or politico-moral, and they are entitled to serious and respectful examination. Of such a class Mr. H. O. Arnold Forster, m.p., is a very fair and most respectable specimen. He is a very able, very intelligent, and a very persistent man, whose foible is omniscience, and who is very apt to be led astray by the attrae tions of a phrase, especially if it be of his own coining. He approves of expansion, but he is opposed to expansion by means of Chartered Companies. And so he undertook in the columns of a daily paper - remarkable, by the way, for its Little England tendencies, tempered only by very timid, occasional, and short-lived Imperialism - to prove that Chartered Companies were bad in principle and should be abolished. As Mr. Arnold Forster is distinctly the ablest and most honest representative of this school, the remainder of this introductory chapter will be devoted to an examin ation of the various propositions from which he draws his conclusions.
