Vladimir Maksimovich Tulinov was born in 1947 into a military family. He graduated from radio-technical college and the Military Institute. He served in antimissile defence and aviation units. He is a veteran of the Armed Forces of the USSR. Tulinov worked as a freelance correspondent for the Moscow antiaircraft defence district newspaper, Battle Stations. His works have been published in journals (Soviet Soldier, White Tower, Nieman) and newspapers (Soviet Belarus, Seven Days). His creative interests include journalism, fiction, and poetry.
