Sue E. Eckert is Senior Fellow at the Watson Institute for International and Public Affairs at Brown University, Rhode Island. Marcos Tourinho is a visiting professor and research fellow at the Center for International Relations of Fundação Getulio Vargas in São Paulo, Brazil.
