In particular, it describes novel insights about the use of computational intelligence techniques and decentralized technologies, covering urban aspects and services, cities governance and social sciences. The topics covered here range from state-of-the-art computational techniques to current discussions regarding drones, blockchain, smart contracts and cryptocurrencies. The idealization of this material emerged with a journey of free knowledge exchange from a diverse group of authors, who met each other through four different events (workshops and special sessions) organized with the purpose of boosting the concepts surrounding smart cities. Vitor Nazario Coelho is a researcher engaged in scientific and social causes. Technician in Electronic Instrumentation, Control and Automation Engineering, PhD degree in Electrical Engineering of Federal University of Minas Gerais. Doctor in Electrical Engineering, in the field of Computational Intelligence, by the Pós-Graduação em Engenharia Elétrica (PPGEE) the Universidade Federal de Minas Gerais (UFMG), finishing his PhD in 2 years, with 25 years old, without attending Master studies. During the PhD, Vitor did an exchange period at the University of Sheffield (England), in partnership with the Rolls Royce Technology Center in Control and Systems Engineering, and at ORT Braude College of Engineering (Israel), as a Marie Curie researcher for the European Commission as part of the Seventh Framework Program (FP7). Thesis awarded as the best one in the Engineering area in the year of 2016 of UFMG. Between 2016 and 2018, he was a Post-Doctorate researcher in partnership with the Universidade Federal Fluminense, supported by the outstanding program PDR-10/FAPERJ program. Currently, he acts as an autonomous developer, researcher, investor and partner of different projects. Igor Machado Coelho received the B.S. in Computing from Federal University of Ouro Preto, Brazil, the M.S. and PhD degree in Algorithms and Optimization in 2015 at the Computing Institute of Fluminense Federal University, Niterói, Brazil. He is currently Adjunct Professor in Computer Science Department at State University of Rio de Janeiro. He is one of the creators and maintainer of the OptFrame project, a framework for combinatorial optimization and co-founder of distinct open-source projects and initiatives. His research interests include the resolution of challenging combinatorial optimization problems in fields of Vehicle Routing, Open-Pit Mining Operational Planning, Smart Grid, and the development of novel algorithms for emerging computing architectures. Thays Aparecida de Oliveira received the B.S. in Business from Fedederal University of Ouro Preto, Brazil, the M.S. degree in Strategic Management, Marketing and Innovation in 2016 at the Federal University of Lavras, Brazil. Currently, she is as a PhD Candidate at the Department of Engineering and Information & Communication Technologies at Universitat Pompeu Fabra, Barcelona, Spain. Her research interests include citizens; works with population integration in urban centers, applying personal and web questionnaires; studies including consumer and citizens behavior. In the technological area, she is researching in the PhD relationships between citizens and digital cities, understanding citizens' necessities in the cities. Luiz Satoru Ochi is full professor at the Universidade Federal Fluminense, Institute of Computer Science in Niteroi, Rio de Janeiro, Brazil.  He obtained his B.Sc. in Mathematics and his PhD in Computing and Systems Engineering at COPPE in Federal University of Rio de Janeiro (UFRJ), Brazil. He was a visiting Professor at University of Colorado at Boulder - USA. He was the General Coordinator CAPES-COFECUB Project (Brazil & France), in Graphs and Algorithms, including UFF, UFRJ, University of Grenoble, from 1997-2000. He was Coordinator of the graduate course (Masters and PhD) in Computer Science at UFF. His is a Researcher 1C level with grant from the National Council for Scientific and Technological Development (Conselho Nacional de Desenvolvimento Científico e Tenológico - CNPq), Brazil. His research interests are MixedLinear Integer Programming, Operations Research, Metaheuristics, Computational Intelligence, Vehicle Routing Problem. He is the author of more than 290 research articles in chapter-books and specialized journals.
