OverviewExcerpt from Sea Commonwealth, and Other Papers The papers that are here collected were originally delivered as lectures in an Imperial Studies course in the University of London, King's College, during the Session 1917-18. The original title of the course was The Empire and the Outer World, and it was designed to draw the attention of its hearers from an excessive preoccupation with the momentous events taking place on the continent of Europe to a remem brance that Britain's true concern is rather with the affairs of the world as a whole than with the narrower details of purely territorial questions with which the land powers of Europe are so intimately concerned. Unavoidable difficulties prevented the course having so great a unity of subject and treatment as is usually aimed at by the Imperial Studies Committee, but the papers contain so much of interest in themselves that it has been thought well to collect and publish them in a companion volume to others in the Imperial Studies Series. While the volume was passing through the press the ranks of higher journalism sustained a serious loss through the untimely death of Mr. I. E. Mackenzie, one of the last of whose tasks was the correction of the proofs Of his article on The Colonial Aspirations of Germany.
