Overview'Courage and Commitment' was the motto adopted by the West Midlands Police when it celebrated twenty-five years of existence in 1999. It was as relevant then as it is to this day. 'Reporting For Duty' seeks to provide the reader with a unique insight into the world of policing in the West Midlands, and the challenges faced by the Force daily from its inception on the 1st April 1974, to 1999. It covers a tumultuous period of social history, as the fabric of society was moulded, stretched and reformed against a backcloth of political and civil unrest, culminating in outbreaks of serious violence and acts of terrorism, whilst serious crime and serious criminals constantly tested the Force's ability to respond effectively. This book highlights many personal acts of 'courage and commitment', but it also pays tribute to those officers who paid the ultimate price and lost their lives in the 'line of duty'. Time marches on, but they will forever remain in the thoughts of their families and the Police Service to which they gave so much. They will not be forgotten by the 'police family'. This is a book filled with factual police history blended with personal accounts from scores of individuals who provide a 'human touch' to the story of arguably the UK's second biggest police force. It is also packed with two hundred images, most of which have never been seen by the public. 'Reporting For Duty' is a must-read for police historians, and social history academics, but mostly it is a compelling read for members of the public who simply want to know more about what makes the men and women who serve in the police continue to 'report for duty' whatever the challenges they will have to face. The Authors: Michael Layton QPM joined the British Transport Police as a Cadet on the 1st September 1968, and appointed as a Police Constable in 1971, serving at Birmingham New Street Station. In 1972 he transferred to Birmingham City Police, which amalgamated in 1974 to become the West Midlands Police. He eventually reached the rank of Chief Superintendent in 1997. Whilst much of his service was spent in the Criminal Investigation Department, after 1997 he was responsible for the policing of half of the Borough of Walsall. On retirement from that Force in 2003, he went on to see service with the Sovereign Bases Police in Cyprus, returning to the British Transport Police in 2004, initially as a Detective Superintendent (Director of Intelligence). He spent his last two years as the Operations Superintendent at Birmingham, continuing his passion for combating football violence, until finally retiring again in 2011.In the January 2003 New Year's Honours List, he was awarded the Queen's Police Medal for distinguished police service.Stephen Burrows joined West Midlands Police in 1983, working in Birmingham, Wolverhampton and Walsall. He performed a wide variety of roles in ranks up to and including Detective Superintendent. These included uniform command, complaints and discipline, (including internal and cross-Force enquiries) and CID command, (including Serious Crime Investigation, Child Protection and Head of Intelligence). In 2002 he transferred to Warwickshire Police as Chief Superintendent (Area Commander), and then became Detective Chief Superintendent, (Head of Protective Services), for the Force, a post held for 5 years. He was trained as Senior Investigating Officer, in Kidnap command, and all levels of Firearms Command amongst other skills. He retired in 2013 following 30 years' service, 11 of which were spent at Chief Superintendent rank. He currently works for The Home Office in the field of Communications Data.
