He has coedited Energy Policy and Public Administration (1980) and co-authored Performance Administration: Improved Responsiveness and Effectiveness in Public Services (1980). Dr. Margot W. Garcia is a program analyst with the USDA Forest Service; as part of a nationwide training program for the Forest Service in land management planning, she taught public involvement and land management planning.
