Barry Cullingworth was Emiritus Professor of Urban Affairs and Public Policy at the University of Delaware, and has held posts at the Universities of Manchester, Durham, Glasgow, Birmingham, Toronto and Cambridge. Barry Cullingworth of Planning in the USA, 2nd ed. (Routledge, 2003). His most current work was serving as editor of the Encyclopedia of the City (Routledge 2005). Roger W. Caves is a Professor of City Planning and Director of the Graduate City Planning Program at San Diego State University (SDSU). He is the author of Land Use Planning: The Ballot Box Revolution (Sage Publications, 1992); editor of Exploring Urban America: An Introductory Reader (Sage Publications, 1995); and co-author with
