OverviewThis publication in the Economic Paper series examines the accession process for World Trade Organisation (WTO) membership. The study analyses the services sector commitments demanded of new members and concludes these are very onerous in comparison to those made by existing WTO members. It argues that the whole accession process is fundamentally flawed and, in fact, forces applicant countries to accept demands that are not required under WTO agreements. The paper focuses on one of the crucial international trade agreements, the General Agreement in Trade and Services, and analyses sector-specific commitments by countries. It then uses a series of statistical tests to verify whether acceding countries have made significantly higher number of specific commitments than existing WTO members. The study uses a strong body of econometric evidence to support its claim that acceding countries undertake significantly greater commitments than those made by WTO members of a similar developing status.
