He holds a Ph.D. degree in Strategic Management of Information Systems from the University of Cambridge (UK) and a Bachelor's Honours Degree in Electrical and Electronics Engineering from the University of Bath (UK). He has worked for many years as a researcher and practitioner at the intersection of information technology, strategy, policy, and innovation. He has also been an editor in the publication of several books in the general area of IT and development.
